Eligibility Requirements:
- Must reside in 4007 Halsey St, Victoria, TX
- Income must fall at or below 150% of the federal poverty level.
- Proof of hardship, such as disconnection notice or past-due bill.
Required Documents:
- Proof of income (e.g., pay stubs, tax returns).
- Copy of utility bill.
- Photo ID.

How long does it take to process my application?
Please allow 4 weeks for our team to process applications. Case managers will reach out to you as soon as they start working on your application with a status update. We cannot give status updates at request.
Can I apply if my utilities are already disconnected?
Yes, we prioritize cases where disconnection has occurred or is imminent.
Is this assistance a one-time benefit?
Utility assistance may be available multiple times per year, depending on program funding.
