NOTICE TO BIDDERS: Crossroads Community Action is soliciting an invitation for bids from qualified contractors to install allowable weatherization energy conservation measures for our Weatherization & Housing Program and provide general contractor services agency wide. CCA serves 15 counties – Aransas, Bee, Brazoria, Calhoun, DeWitt, Goliad, Gonzales, Jackson, Lavaca, Live Oak, Matagorda, McMullen, Refugio, Victoria, and Wharton. These programs are funded by the Texas Department of Housing and Community Affairs (TDHCA).
- Bid packages will be available starting Wednesday, March 26th. And can be obtained in Office Monday – Thursday 8-4 or Friday 8-12. At 4007 Halsey St. Victoria, TX 77901 or can be downloaded from www.CrossroadsCA.org/weatherization
- You can also call (361) 649-0099 or email quentin@crossroadsca.org to request that a packet be mailed or emailed out to you.
- Bid packets will only be available for qualified contractors.
- *Pre-Bidders’ remote conference (Q&A Session) is set for April 15, 2025 at 9:00 AM, if you wish to participate email your information to quentin@crossroadsca.org
- Only complete proposal packages will be considered.
- Due Date - Bid proposals will be accepted until Monday, May 5, 2025 at 4:00 PM.
- The decision to award the contract will be based on labor and material costs, the ability to perform successfully under the terms and conditions of the proposal procurement.
- Both successful and unsuccessful bidders will be notified in writing of the results no later than thirty (30) days after the bid closing.
Proposals must be received by Monday, May 5, 2025 at 4:00 PM. Only proposals received by this date and time will be considered. Bids received after the due date or incomplete will not be considered. For further information, contact Mark Bethune at (361) 578-2989 or Mark@Crossroadsca.org

Who Can Qualify?
- Household income at or below 200% of the federal poverty level.
- Priority given to seniors, individuals with disabilities, and families with children.
- Proof of homeownership or landlord approval for renters.
- Proof of income (e.g., pay stubs, tax returns).
- Utility bill (to show energy use).
- Photo ID.
